The beneficiary population can no longer be considered as belonging to its system alone. \nPatients seek services outside healthcare systems for many reasons\, including access\, capacity\, and cost. Traditionally\, migration between healthcare systems would be discouraged through financial measures or by threat of dissenrollment. Today healthcare systems rely on each other to provide services that they cannot provide for financial\, geographical or accessibility reasons. The Veterans Administration and Department of Defense both rely on partnerships with public and private healthcare systems to provide care to Veterans\, Service Members\, and their dependents beyond the capability of the Federal system. As the Flight Commander\, she oversees a $46.2M budget and leads 18 healthcare administration personnel supporting operations for a rapid global air refueling wing\, two Joint combatant command headquarters\, 33 mission partners and representatives from 44 international coalition nations in the Department of Defense’s largest single-unit catchment of 265K beneficiaries. She arrived to MacDill with robust experience in the deployment of the new DOD electronic health record\, MHS GENESIS\, and wing-level Diversity & Inclusion programs. \n  \nCol(ret) Paul F. Martin\, USAF\, MSC\, FACHE \nPaul Martin is currently the Supply Chain Management\, Chief of Outpatient Centers at James A Haley VA Hospital. Paul has 40 years-experience in healthcare. A retired Air Force Medical Service Corps Colonel with 30 years of service\, his roles included Deputy Command Surgeon “Division VP” for Air Force Special Operations Command\, Command Administrator “Regional COO” for U.S. Air Forces in Europe\, Group Commander “CEO” Pope AFB Medical Group\, Squadron Commander/Administrator “COO” for 3 different Air Force facilities\, and roles in Logistics\, Managed Care\, Finance\, and Patient Administration. Immediately following his retirement from the Air Force\, Paul was the Practice Administrator “CEO” for the HCA Florida Heart Institute in Pinellas County. He followed that experience by establishing an LLC to subcontract with Decon\, LLC providing First Receiver training and consultation to Navy and Air Force medical facilities. Prior to his commission in the Air Force\, he was an analyst for The Joint Commission. \nPaul earned a bachelor degree in Psychology with a minor in Business Administration from DePauw University\, Greencastle\, IN\, a Masters in Health Services Administration from Webster University\, St Louis\, MO a Masters in Strategic Studies from Air University\, Maxwell AFB\, AL. A board-certified member of ACHE since 1992\, he achieved Fellow status in 2005. His Fellows thesis\, Establishing and Sustaining Healthcare Operations in a Contingency: A Logistical Perspective\, was the ACHE Fellows Thesis of the Year. Paul has served the College in multiple roles: Regent\, Chair of the Regents Compliance Committee\, Professional Development Committee\, Counselor Committee\, Regents Advisory Council and Secretary of the Low Country Healthcare Executives. Paul is currently active on the Governing Board of the Air Force Medical Service Corps Association. \n  \nDavid J. VanMeter\, FACHE\, MHA \nDavid VanMeter was appointed as the Chief Operating Officer /Deputy Medical Center Director of the James A. Haley Veterans’ Hospital and Clinics (JAHVH) in January of 2016. In this capacity he has oversight responsibility for more than 6400 employees\, an annual budget of $2.0B\, and approximately 2 million outpatient visits a year. He leads one of the busiest and most complex medical centers in the federal sector and oversees daily operations of one of the flagship medical centers in the Department of Veteran Affairs. \nHe served as the JAHVH Associate Director from 2013-2016. Prior to his transfer to Tampa\, Mr. VanMeter served as the Assistant Director of the Harry S. Truman Memorial Veterans’ Hospital in Columbia\, Missouri. He has served VA in various capacities of increasing supervisory and fiscal responsibility for nineteen years and his experience spans diverse operations\, services\, and locations. \nMr. VanMeter is a fellow in the American College of Healthcare Executives. Organizations with environments of civility and respect recruit the best and brightest people\, exude high morale and high job satisfaction by their employees\, and demonstrate high performing teamwork. Unfortunately\,disrespect and incivility at work is rampant in many organizations\, and it’s on the rise. Uncivil behaviors are characteristically rude and discourteous\, displaying a lack of regard for others. There is an organizational price to be paid for uncivil encounters among coworkers. Employees that have experienced or witnessed incivility reduce their commitment to the organization and demonstrate a reduction in work effort. While individual factors may play a major role in contributing to incivility and disrespectful cultures\, the workplace environment is a powerful force that consciously or unconsciously enables acts of incivility\, disrespect and bullying. Emerging evidence and anecdotal reports suggest that the conscientiousness of healthcare leaders in implementing comprehensive\, cohesive\, and integrated bullying prevention and intervention programs in their organizations is critical to promote environments of respect and enhance the sustainability of cultures of civility.
